I think you have hit the nail on the head on one thing that makes reviewing very difficult--many times we criticize an author for not writing the book we think they should have written. In this case, if you look a little deeper, you'll see I think that this is a montage or perhaps homage to many writers of that time period: echoes of Dickens, Verne, Stevenson, Shelley, Hugo and probably more... It happens oftener than I'd like to admit - I'll have some idea about a book that's completely wrong , and then feel furious with it when it turns out to be different.
